It's true; Jocasta Nu really is being a pretty lousy librarian. And I've always felt that Yoda is quite consistent in character from one trilogy to the next. You can see he has yet to learn a lot of hard lessons in the prequels, and he's sadder and wiser afterward, but still much the same, familiar figure we've always known.
